At the heart of our story is Alan Miller, known as the “cooling guru” among his peers. For over 40 years, Alan has been at the forefront of climate and environmental innovation, beginning with his work on minimum efficiency performance standards in the U.S. market during the 1980s. His career has spanned academia and several leading environmental organizations, including the World Resources Institute, Natural Resources Defense Council, and Environmental Law Institute. Alan’s focus expanded to emerging markets and climate finance through key roles at the Global Environment Facility, World Bank, and International Finance Corporation (IFC).
The foundations of our fund were built through sustained professional relationships. Alan and John Paul (JP) Moscarella have collaborated on various projects since the 1990s, while Alan and Joyita Mukherjee worked together at the IFC supporting climate change investments, including blended finance transactions.

At a Climate Policy Initiative (CPI) Lab event, Alan and JP found themselves seated next to Simmi Sareen, our Indian partner – proving that sometimes the best partnerships start with being in the wrong place at the right time. This serendipitous encounter revealed their shared vision: creating a specialized fund focusing on early-stage cooling solutions for India. Within months, they formalized their partnership with Simmi and and her partner Shravan Shankar at Climake and memorialized as an MOU.
In 2024, the team added Joyita as a co-founder, and then developed and refined an India-focused cooling fund initiative supporting early-stage and growth SMEs. The initiative, then called Sustana India Cooling Fund, gained recognition when CPI’s “The Lab” (see below) endorsed us as one of ten innovative climate finance instruments at NYC Climate Week 2024, validating our approach to addressing climate challenges.
The rebranding to CoolPact Capital in late 2024 marked the beginning of a new chapter, after the collaborative spin out from the global Sustana Sustana Cooling Partners, LLC. effort earlier in the year. Our team, split between the USA and India, combines deep expertise in climate finance, emerging markets, and market development.
